Description
NOTICE OF INTENT - Brand Name Justification for Trusted Integration Software License, License Maintenance, and Professional IT System Support Services The Internal Revenue Service intends to award a blanket purchase agreement for commercial items and support services. The blanket purchase agreement will be issued to a Federal Supply Service (FSS) schedule contractor. This agreement will be made under the Authority of FAR Part 11.105 and FAR Part 52.211-6 - Brand Name or Equal. The Office of Management and Budget (OMB) mandated the use of IT Security software in 2006. The TAF/TACA Software was purchased in 2006 because it best met Treasury’s requirements and has been in use at the Department of the Treasury and all Treasury bureaus since that time. Additional licenses and modifications to the software were also purchased in 2007 and 2008. These products are necessary to continually comply with the Treasury IT policies and procedures as required by OMB and National Institute of Standards and Technology (NIST). The Treasury is requesting TAF and TACA perpetual products licenses and license maintenance for new and currently owned software licenses. The Treasury is requesting TAF/ TACA software support services to maintain and enhance the TAF system. Only one manufacturer produces the TAF/TACA software. The software licenses and maintenance can only be purchased from the manufacturer. Further, the software is proprietary in nature and can only be modified by the manufacturer. Since the software is already installed, has been customized for the Department of the Treasury, and has been in use since 2006, switching to another brand of this type of software would be impractical, costly, and not in the best interest of the Department of the Treasury. Purchase of additional licenses of another brand of software would also not be practicable as the existing software would not be able to communicate with another brand of the same type of software and would cause the Treasury to run two redundant systems, again impractical and inefficient. The TAF/TACA software currently captures security information for over 500 systems. The blanket purchase agreement will be to one GSA FSS schedule contractor. Solicitation Number is TIRNO-09-Z-00012.
