- This synopsis is for a 100% Small Business Set-Aside solicitation, W52H09-09-R-0239, to be awarded as a 5 year Indefinite Delivery Indefinite Quantity, Firm Fixed Price Contract for the M295 Individual Equipment Decontamination Kit (IEDK). The M295 IEDK consists of four protective packets each containing an individual wipe-down mitt. The packets are designed to fit within a pocket of the battle dress over garment. Each individual wipe-down mitt in the kit is comprised of decontaminant powder contained within pad and backing material. In use, powder from the mitt is allowed to flow freely through the pad. Decontamination is accomplished through absorption, neutralization, and physical removal of the contamination by both the pad and the decontamination powder. The decontaminating sorbent agent used in the M295 IEDK shall be manufactured in accordance with the recipe listed in Appendix C of the performance specification EA-D-2166C. The solicitation will contain CLIN 0001: M295 IEDK, NSN: 6850-01-357-8456, P/N: 5-77-3201, the maximum contract quantity is 150,000 boxes and the guaranteed minimum quantity is 8,000 boxes. First Article is required. Shipping will be FOB Destination to Blue Grass Army Depot, Richmond, KY 40475. Estimated solicitation issue date is 2 July 2009. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
