- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The Savannah District, US Army Corps of Engineers is seeking qualified members of the Historically Underutilized Business Zone (HubZones) concerns that qualify under the North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction for the following requirement located in Jasper County, South Carolina. The construction work is as follows: The dikes in Disposal Area 14A in Savannah Harbor shall be raised approximately 6 feet. Approximately 600,000 cubic yards of material will be required for construction of the dike embankments. Also included in this project are clearing, silt fencing, grassing, raising two existing bird islands, relocation of 3 weirs and catwalks extension of 3 outfall pipes, an placement of geotextile material. This work will be funded by the American Recovery and Reinvestment Act of 2009. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including small businesses and small business-led teams that qualify under NAICS Code 237990, are hereby invited to submit a response to the market survey to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price contract. The Magnitude of Construction is between $10,000,000 and $25,000,000. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Offerors shall be evaluated on at least two (2) or more projects similar projects which were successfully completed or substantially completed in the last eight (8) years that demonstrate the Offeror's specialized experience with work similar to the criteria set forth in this announcement. Similar projects are projects that meet the following criteria: Projects referenced should involve clearing, silt fencing, grassing extending pipes, raising bird islands, relocating weirs and catwalks and placement of geotextile material. The referenced projects submitted by the Offereor shall be valued at $10,000,000 or higher. Offerors shall submit at least three Project Information Sheets for construction projects completed, or substantially complete, that reflects specialized experience in the elements referenced above. The examples should be as similar as possible in project type and scope. As a minimum, the Project Information Sheets shall provide the Project Point of Contact with telephone number, general character of the project, scope, location, cost and date of completion or anticipated completion. If the Offereor represents the combining of two or more companies, each company shall list project examples. Example projects must have been completed or substantially complete not later than eight (8) years prior to the date of the solicitation, when issued. The experience of key personnel may be considered, but shall not be the sole basis for an award. The Government will review the example projects provided by the Offeror to evaluate and rate the recent relevant specialized experience of the Offeror with similar projects. The example projects should closely resemble the scope, size, and complexity of the project identified in this announcement. If the Offeror cannot provide suitable relevant experience and the evaluators consider that information provided indicates that the Offeror has not relevant experience, a determination will be made as to the risk this lack of corporate experience presents to the Government and will be evaluated accordingly. Receipt of potential Offerors Project Information Sheets shall be no later than 12 June 2009.
