JUSTIFICATION: Equipment listed on this Technical Data Package (TDP) is the required make and model as listed on the Naval Operating Forces’ Authorized Medical Allowance List (AMAL) and Authorized Dental Allowance List (ADAL) approved by the Fleet Surgeon. COMUSFLTFORCOM/COMPACFLT INSTRUCTION 6700.13 (Management and Procurement of Authorized Medical and Dental Allowance Lists) establishes responsibilities for development, maintenance, and review of AMALs and ADALs, based on the unit’s required operational capabilities and the projected operational environment (ROC/POE) for health services standard of care provided. The Fleet Type Commander (TYCOM) Health Services Support (HSS) staffs, under the direction of the TYCOM Surgeon and Dental Officer, perform market surveys, market analysis and operational testing before selection of equipment and materiel are placed on the AMAL and/or ADAL. Equipment contained within the AMALs and ADALs is analyzed and procured to meet operability, maintainability and sustainment for operations at sea and in expeditionary ashore environments. Integrated Logistics Support (ILS) documentation is developed to support each piece of equipment that includes an Authorized Parts List (APL), Preventative Maintenance System (PMS) procedures, Navy Technical Manual number assignment to the vendor to provide Commercial Off the Shelf (COTS) operator and service manuals. APL development costs the Government between $2K-$6K per APL depending on complexity of equipment. PMS development costs the Government between $4K-$8K depending on complexity of equipment. The assignment of Navy Technical Manual numbers incurs government costs of approximately $1K-$5K per manual depending on the size of manuals. These ILS products are a requirement for onboard equipment in accordance with OPNAV INST 4790.4D (Ship’s Maintenance and Material Management (3M) System Policy). Shipboard equipment must comply with fit-form and function to prevent premature equipment malfunction and in a catastrophic event to not cause injury to personal by not being engineered to sustain shock and movement resulting from internal or battle related damage. The AMAL and ADAL also contains consumables, durables, laboratory agents and accessories to support this equipment. Equipment and all associated supporting materiel is managed and tracked as part of each piece of equipment’s life cycle management. All equipment and its ILS are tracked by the Ships Biological Medical Equipment Technician (BMET), Naval Sea Systems Command (NAVSEA), Naval Inventory Control Point (NAVICP), Naval Medical Logistics Command (NMLC), TYCOMs, and Fleet Headquarters HSS staff.
