- Description
- This is a design/build project to replace the central air conditioning system serving building 8 offices (approximately 1950 square feet of floor space). Work includes ducts, diffusers, roof repairs, controls for building set back and test and balance. All equipment shall be the most energy efficient design available. All work will be in accordance with specs, scope of work, and current editions of the International Building Code, National Electric Code, National Plumbing Code, NFPA, OSHA, and comply with the VA Master Specifications available on http://www.cfrm.va.gov/til/spec.asp. All work will be coordinated with the COTR, Plant Technology and Logistics. THIS SOLICITATION IS 100% SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS IAW PUBLIC LAW 109-461 AS CODIFIED IN 38 USC 8127 & 8128. The offeror must be registered at The Center For Veterans Enterprise Web Portal to qualify for award: http://www.vetbiz.gov. Contractor must also have a current valid registration in the following websites: http://www.ccr.gov, https://orca.bpn.gov/, and https://vets100.vets.dol.gov. This is a competitive best value Price Performance Trade-Off Source Selection in which competing offerors past and present performance history will be evaluated on a basis approximately equal to price considerations. By submission of its offer the offeror accedes to all solicitation requirements, including terms and conditions, representations and certification, and technical requirements, in addition to those identified as evaluation factors. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Evaluation Factors are Technical Information, Present/Past Performance and Price as detailed in the Request for Quotes. The Request for Quotes will be posted June 8, 2009. Site Visit is on June 16, 2009 at 12:30 pm Mountain Daylight Time. Site Visit will begin in the Building 36 Conference Room, Department of Veterans Affairs Medical Center, 2121 North Avenue, Grand Junction, CO 81501. Paper RFQ's will not be issued. All questions must be submitted to the Contracting Officer in writing. Contractors must submit joint venture agreements with their quote if you are quoting as a joint venture. Due date for quotes is June 23, 2009 by Close of Business (4:30pm MDT). In accordance with Federal Acquisition Regulation 36.204 and Veterans Affairs Acquisition Regulations 836.204 the estimated range for this project is between $25,000 and $100,000.
