Description
This Synopsis is hereby modified to include Sole Source to Clean Harbor Environmental Services and to correct the response date from 19 June 2009 to 20 July 2009. PR Number(s): FD2030099044GItem: 0001DESTRUCTION OF CLASSIFIED WASTE Description: Duration of Contract Period: Basic with Four Year Option Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(15)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is Sole Source to Clean Harbor Environmental Services, Utah. The proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Seeking a responsible responsive source with demonstrated capabilities to provide disposal services for various types of debris generated by the US Air Force, or other Government agencies at Hill Air Force Base or Utah Lakeside Test and Training Rage complex, UTAH. Facilities and services must have demonstrated capabilities to provide the disposal services required to reduce debris to such a state that its original purpose and function is non-ascertainable. The material must be pulverized, shredded or burned in accordance with the ACM Security Classification Guide. The material to be destroyed will be delivered to the destruction facility by the government. A minimum of one government person, with proper security clearance of at least "Secret" will escort the material being shipped, and must remain with the material until it is rendered unclassified. Scheduling is crucial aspect of the requirement; schedules must be adhered to so the disposals will be completed on the day of delivery. Delivery of the material will be planned for the early morning and the contractor shall ensure an early morning schedule for destruction so that the process can begin as soon as possible after the material arrives. In the event the burning process could not be started or completed when the material is received at the contractor facility, a government representative must remain with the material until the process is complete or it must be stored in a securable area consistent with its degree of classification. The contractor shall obtain a SECRET Facility Clearance IAW the provisions of DoD Manual 5220.22-M. Any employee(s) shall also have a SECRET security clearance prior to commencement of any work at the destruction facility. The residue from the destruction process will be disposed of in accordance with approved procedures established by the contractor. The contractor must have in place procedures to accept and dispose of 10 to 15 thousand pounds of classified material. The desired method of destruction is by burning. This is the method authorized by the system Security Classification Guide. The Material will be in various shapes and sized 3 feet by 2 feet or less and contained in 55 gallon plastic drums. Prior to the delivery at the disposal site, the government will remove any unexpended explosive devices and/or materials such as warheads, squibs and fuel.
