Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCPS) plans to procure on a sole source basis, Services for the Development of Research Priorities Relevant to Legislation to Regulate Tobacco Products from the Society for Research on Nicotine & Tobacco Inc.; 2810 Crossroads Dr, Ste 3800; Madison, WI 53718-7961. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7M. Period of Performance shall be from date of award through six (6) months. Only one award will be made as a result of this solicitation. The purpose of this requirement is to undertake an assessment of science related to pending legislation to provide authority to the Food and Drug Administration (FDA), to regulate tobacco products under the, “The Family Smoking Prevention and Tobacco Control Act”, HR 1256., in order to identify key priority research needs related to nicotine and tobacco. The legislation includes numerous provisions for which timely research is needed to expand the evidence-base for effective implementation. The Society for Research on Nicotine and Tobacco (SRNT) is the only source known to the NCI that is qualified to perform the duties within. SRNT is familiar with the nature of the work to be undertaken; the review of science relevant to potential FDA regulation of tobacco; and the development of white papers that will inform research needs. In addition, SRNT employees have the expertise of independent, highly knowledgeable research and policy specialists. These experts abound within the membership of SRNT, which has stringent membership requirements and which is widely recognized as the pre-eminent international society devoted exclusively to the study of nicotine and tobacco research. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on June 22, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
