Description
The US Army Research, Development and Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA intends to award a sole source purchase order to North Carolina State University (NCSU), 2701 Sullivan Drive, Suite 240, Raleigh, NC 27965 in support of the Naval Health Research Center, Detachment, Environmental Health Effects Laboratory. NCSU shall complete a scientific research study in support of the identification and characterization of biological impacts of exposure to Middle East sand-derived particulate matter for risk analysis, assessment and management of U.S. Military personnel. The study results will help to identify and characterize inherent risk of Middle East desert sand exposure. The rationale for doing a sole source to NCSU is due to the nationally recognized expertise in inhalation toxicology of the NCSU co-investigators as well as the fact that this study is part of an ongoing research collaboration between the U.S. Navy, Naval Health Research Center, Environmental Health Effects Laboratory and the College of Veterinary Medicine at North Carolina State University. The Government anticipates a single award of a Firm Fixed Price purchase order for a twelve month period of performance. The applicable North American Industry Classification Systems (NAICS) code is 541712. This notice of intent is not a request for competitive proposals. However, all comments received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
