Description
Statement of Work THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Institute of Technology (AFIT) requires the services of experts in motivation, team dynamics, performance and feedback processes, leadership, managing people within the internet environment, quantitative research methods, statistics, and field research to solve organizational problems. These individuals must not only have a demonstrated academic expertise in these areas, but also understand and appreciate the intricacies of mission impact that these phenomena typically have within an organization. Further, they must have demonstrated and applied their understanding of these isues to problems of interest to the Air Force and the United States Department of Defense. The 88 Contracting Squadron intends to make an award to Purdue University. Purdue University is the sole known source of the expertise to provide this service. Interested parties may email daniel.sindorf@wpafb.af.mil not later than Friday, 19 June 2009; 4:00 p.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 14 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
