Description
Statement of Work General Information: This is not a Request for Proposal (RFP). The National Cancer Institute (NCI), National Institutes of Health (NIH) intends to negotiate with the International Union Against Cancer (UICC) on a sole source basis for a five year (inclusive of options) period. This a renewal of contract HHSN261200411001C. This acquisition will be conducted under FAR Part 15 procedures. This Presolicitation Notice No. N02-CO-97001-64A is a reissuance the Special Notice No. N02-CO-97001-64 that was issued on March 6, 2009. Purpose: The purpose of this project is to provide support activities for an International Scientist-to-Scientist Exchange Program in cancer research. The principal function is to facilitate and promote the direct and rapid transfer of cancer research information between investigators in different countries working in the same area of cancer research. Under the program, qualified investigators from any country may visit an investigator at a research institute in another country for a period of approximately one month. The NCI=s requirement can only be met by the International Union Against Cancer, which possesses the following unique capabilities and expertise: 1) Respected international reputation of the UICC and the UICC’s principal investigator in the field of cancer research; 2) UICC’s membership in a broad network of governmental and private institutions/organizations engaged in all aspects of cancer research; 3) UICC is an apolitical international organization or agency which is not affiliated with any specific country and which has a clearly defined objective in the area of cancer research., and 4) UICC’s extensive experience in the management of international fellowship programs. This experience includes, but is not limited to, the ability to maintain and update the list of basic, clinical and behavioral cancer research or clinical training for which supports the ICRETT program and an annual assessment of the ICRETT program on the international exchange of cancer research expertise during the preceding 12 months. UICC is the only firm that can fulfill this requirement within the required timeframe, with the necessary experience and expertise, and without substantial duplication of costs/effort, or substantial delay in performance. Authority: 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. No solicitation document exists. If there are any responsible contractors who have proven experience and meet the capabilities as outlined in the attached Statement of Work (SOW) to perform the requirement, they may submit tailored capability statements that document experience, capabilities and qualifications which will be considered by the NCI. Specifically, it is critical that prospective contractors be able to provide and meet the following capabilities and or tasks to meet the minimum requirements of the agency: • The Contractor and the principal investigator must have a respected international reputation in the field of cancer research. • Contractor shall have a membership in a broad network of governmental and private institutions/organizations engaged in all aspects of cancer research. • The Contractor must be an apolitical international organization or agency which is not affiliated with any specific country and which has a clearly defined objective in the area of cancer research • The Contractor shall have extensive experience in the management of international fellowship programs. • Maintain and update the list of disciplines of basic, clinical, and behavioral cancer research or clinical training for which support may be provided by the International Cancer Research Technology Transfer (ICRETT) Program • Provide the NCI Project Officer, Contracting Officer, and other ICRETT sponsors, annually, with a tabular review of all applications received in the preceding 12 months including an annual assessment of the impact of the program of cancer research expertise during the preceding 12 months of performance. • Please see the attached SOW for the complete list of requirements. All information received by 3:30PM Eastern Prevailing Time on June 22, 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. If no responses are received, NCI will proceed with a sole source award. 1.
