- Under Statutory Authority 41 USC 253 (c)(1) the Government anticipates entering into a sole soucre acquisition negotiations for placement and services of eligible veterans into one nursing home facility located at: The Waters of Covington, LLC, 1600 East Liberty Street, Covington, IN 47932. This Acquisition is for VA Hospitals/Medical Centers in VISN 11. Basic Ordering Agreements will be set up for a base year with 4 one-year options. The above authority is cited and justification made based on the determination that the Governments minimum needs can best be satisfied by services available from one soucre in a specific area of responsibility. This action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. This notice intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice is soley within the discretion of the Government. Information recieved as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
