- Recovery. This Notice if For Information Purposes Only. This opportunity is available only to the 8(a) firm of C3, LLC, 29415 E. 32nd South, Broken Arrow, OK 74014-4811. An offer was made to and accepted by the Small Business Administration (SBA) to contract with a specific SBA Certified Small Disadvantaged Business. The Request for Proposal (RFP) package will be sent only to the designated contractor. This notice is not a notice for solicitation for offers. This project is listed as a Design-Build effort, the purpose of which is to provide both design and construction services. The goal is to reduce energy consumption and upgrade safety standards in the Boulder Federal Building, 224 South Boulder Avenue, Tulsa, OK, by the replacement of the current windows with those that are energy efficient and meet current safety standards.
