- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Savannah District is seeking qualified members of the Historical Underutilized Business Zone (HubZones) concerns that qualify under the North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction for the following requirement located in Jasper County, South Carolina. The construction work is as follows: Bank Protection Disposal Area 14B. Shore protection shall be constructed along the existing bank of the Savannah River adjacent to Disposal Area 14B and tied into existing shoreline protection. The project includes approximately 8,660 feet on Disposal Area 14B. The material to be used for erosion protection shall be graded granite aggregate and armor stone placed at an elevation below +13 mean lower low water (MLLW). Minor excavation and fill will be included in this work incidental to the rock placement. This work will be funded by the American Recovery and Reinvestment Act of 2009. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including small businesses and small business-led teams that qualify under NAICS Code 237990, are hereby invited to submit a response to the market survey to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price. The Magnitude of Construction is between $5,000,000 and $10,000,000. The period of performance for the contract is approximately 345 days. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Offerors shall be evaluated on at least two (2) projects similar to the criteria in this announcement which were successfully completed or substantially completed in the last eight (8) years that demonstrate the Offeror's specialized experience. For the purpose of this announcement, similar projects are projects that meet the following criteria: Projects referenced should involve erosion control by rock rip-rap in a marine environment with swift currents and working within restrictive timeframes. The Offeror will be required to schedule work within the 8 to 10 foot tide cycle of the project. The referenced projects submitted by the Offeror shall be valued at $5,000,000 or higher. Offerors shall submit at least three Project Information Sheets for construction projects completed, or substantially complete, that reflects specialized experience in the elements referenced above. The examples should be as similar as possible in project type and scope. As a minimum, the Project Information Sheets shall provide the Project Point of Contact with telephone number, general character of the project, scope, location, cost, and date of completion or anticipated completion. If the Offeror represents the combining of two or more companies, each company shall list project examples. Example projects must have been completed or substantially complete not later than eight (8) years prior to the date of the solicitation when issued. The experience of key personnel may be considered but will not be the sole basis for an award. Government will review the example projects provided by the Offeror to evaluate and rate the recent relevant specialized experience of the Offeror with similar projects. The example projects should closely resemble the scope, size, and complexity of the project identified in this announcement. If the Offeror cannot provide suitable relevant experience and the evaluators consider that information provided indicates that the Offeror has no relevant experience, a determination will be made as to the risk this lack of corporate experience presents to the Government and will be evaluated accordingly. Receipt of potential Offeror's Project Information Sheets shall be no later than 15 June 2009.
