- Work at Belknap Campground includes but is not limited to: Demolition of miscellaneous existing features and underground utilities where encountered; complete waterline replacement totaling 1600 linear feet; two (2) new control and drain valves; three (3) new campground hydrants; connection to existing water storage tank; patch paving to include excavation and backfill; construction of one new retaining wall; and construction of an accessible concrete apron at one existing toilet building. Work at Trail of 100 Giant Trailhead includes but is not limited to: Demolition of miscellaneous existing features and underground utilities where encountered; one (1) new hydrant; connection to existing waterline; and construction of an accessible concrete apron at one existing toilet building. Work at Camp 3 Campground includes but is not limited to: Demolition of miscellaneous existing features and underground utilities where encountered; complete waterline replacement totaling 2967 linear feet; six (6) new control and drain valves; connection to existing waterlines for campground distribution; connection to existing well pump house; and patch paving to include excavation and backfill. The project areas are located at the Belknap Campground and Trail of 100 Giants Trailhead on the Western Divide Ranger District, and Camp 3 Campground Kern River Ranger District of the Sequoia National Forest/Giant Sequoia National Monument. A pre-bid tour will be conducted, information regarding this pre-bid tour will be provided in the solicitation when issued. The price range of this project is between $100,000 and $250,000. The estimated contract time is 180 calendar days. Estimated start work date is September 14, 2009. Issue date is approximately June 22, 2009 with a closing date of approximately July 22, 2009. This project is being issued as a Cascading Set-Aside. The format for award is as follows: a. In accordance with FAR Subpart 19.13, award will be made on a competitive basis first to a responsible, eligible HUBZone small business concerns that is technically acceptable in accordance with the solicitation and submits a fair and reasonable price; or b. If the price from the HUBZone is not considered to be fair and reasonable, award consideration will be made in accordance with FAR Subpart 19.14, to a responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concern that is technically acceptable in accordance with the solicitation; or c. If a fair and reasonable price cannot be obtained from either a HubZone small business concern nor a Service Disabled Veteran Owned Small Business, consideration will be to make award in accordance with FAR Subpart 19.5, to a responsible small business concern that submits a fair and reasonable price and is technically acceptable in accordance with the solicitation.
