Description
The National Park Service, Valley Forge National Historical Park, will issue solicitation Q4860090410 on or about June 22, 2009 for a dust collection system in the carpenter shop. The NAICS code is 238220, and the size standard is $14 million. This is an Emerging Small Business set-aside under the Small Business Competitive Demonstration Program. This solicitation will result in a firm fixed price construction contract. Davis Bacon prevailing wages apply. Magnitude of construction is $25,000 to $100,000. Solicitation will be available at http://ideasec.nbc.gov. Only one award will be made, based on lowest price meeting specs. Another source of information related to this procurement is www.fedbizopps.gov. Delivery schedule will be 90 days after issuance of the Notice to Proceed. A pre-bid site visit will be scheduled and announced in the solicitation. Questions related to this procurement shall be e-mailed to the contracting officer. No telephone inquiries or solicitation requests will be accepted. Work will consist of providing and installing a dust collection system: -The contractor shall provide all personnel, equipment, supplies, and materials to replace the existing dust collector, seal and upgrade the existing ductwork, add blast gates, and new runs of ducting to the molding machine and lathes and add 3 new floor sweeps. 1. Demolition - The contractor shall remove the existing Torit brand cyclone, filter cabinet, stands, and exterior ducting from the collector to the building. The cyclone, ducting, stands, and filter cabinets and other metal components shall be placed in the park's recycled scrap metal collection pile. 2. Site Preparation - The concrete slab shall be enlarged to accommodate the new dust collector, filter cabinet, and two drum collection base, and all required anchor bolts, if necessary. 3. New Dust Collector Installation - -The replacement dust collector shall be a 5-horsepower, 200-220 Volt, single-phase motor, cyclone dust collector that shall supply nominal collection airflow of 1500 to 2500 cubic feet per minute (CFM). External static pressure shall be 11 - 5 inches water gauge ("WG). Inlet velocity shall be 4300-7100 feet per minute (FPM). The minimum noise level shall be no more than 85 decibels (DBA) for any person walking on the sidewalk that is located directly adjacent to where the unit will be located. The unit shall be no more than 12 feet high. -The unit shall be equipped with a separate 1 micron filtration system that filters the air prior to return to the interior of the building. The filter shall be protected from the weather and elements by a closed cabinet. -All filter cabinet components shall be accessible and the contractor shall make all modifications necessary to make the bottom drawers and cabinets door fully accessible without hitting the existing concrete steps. -The collector base shall be equipped with a two drum collection system. Each drum shall be no more than 60 inches high or hold more than 60 gallons of material. -The collector housing and filter unit shall be insulated to minimize the heat loss from the interior of the building and the ducts from the building to the cyclone, filter cabinets, and return shall be insulated to prevent heat loss. -The existing single phase 220 Volt electrical connections and switch shall be utilized to wire the existing unit. -The unit shall be upgraded with an audible/visual electronic drum full alarm that notifies personnel inside the carpenters shop that the two drum collection system is full, so that the collection drum may be emptied before the large particles are conveyed into the filter system. -All exterior components, including the drums, will be exposed to the elements and shall be warranted for 10 years against rust, corrosion, fit and finish degradation. The motor, fan and electrical components shall be warranted for 10 years as well. 4. Interior Ductwork - -The existing ductwork shall be inspected and sealed to prevent leakage. -Industrial quality manual blast gates shall be installed on the existing ducts at the joiner, band saw, table saw, radial arm saw and spindle sander where currently no blast gates exist. -Two separate runs of duct shall be run for the molding machine and lathe, complete with independent manual blast gates. 10 feet of duct with a Y connector and elbow will be necessary to run the new length of duct for the molding machine. The molding machine duct shall be equipped with an 8 foot long, 4 inch diameter industrial quality flexible hose that will allow the unit to be moved as needed. 11 feet of duct with a Y connector and elbow will be needed to make the run to the lathe. The end of the lathe duct shall be equipped with a 6 foot long, 4 inch diameter industrial quality flexible dust collection hose. A connection with a 4 inch dust collector hood is required. -Three floor sweeps, each with an independent blast gate, shall be installed when runs of existing ducting reach the floor near the joiner, band saw, and belt/disc sander. All duct work shall be properly sized to deliver sufficient airflow to provide effective dust collection for all machines, even under maximum filter load.
