Description
NATURAL GAS DISTRIBUTION SYSTEMREPAIRS AT THE NAVAL STATIONNEWPORT, RHODE ISLAND A priority rating will apply to this contract upon award. The Contractor shall follow the provisions of DMS Regulations 1 and all other applicable regulations and orders of Business and Defense Service Administration in obtaining controlled materials and other products and materials needed to perform contract. NOTICE All inquires concerning any phase of this specification shall be made to the Naval Station Newport Public Works Department, Newport, RI., Telephone (401) 841-2161. With regard to such inquires, no oral statement of any person whomsoever, shall in any manner or degree, modify or otherwise affect the terms of this contract. The Government specifications and forms mentioned, non-government publications, and other information necessary may be examined at the office noted above. DIVISION 1 - GENERAL REQUIREMENTS 1. GENERAL INTENTION: It is the declared and acknowledged intention and meaning to secure services to perform natural gas system leak repairs for Class 2 leaks at 15 locations within Cove housing sites at Naval Station Newport.2. GENERAL DESCRIPTION: The work includes providing all necessary labor, equipment and materials to perform natural gas system leak repairs for Class 2 leaks at 15 locations.3. LOCATION: The work shall be performed at Coddington Cove, Green Lane housing sites, located at the Naval Station Newport, Newport, R.I. The exact location is provided in attached Pipeline Inspection and Leakage Repair Sheets. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: The Contractor will be required to commence work under the contract within 14 calendar days after the date of receipt by him of "Notice to Proceed", to prosecute the work diligently, and to complete the entire work and submit report within 45 calendar days. The contractor shall schedule his work not less than 48 hours in advance with the Contracting Officer.5. UTILITIES: No utilities may be interrupted inside or outside of a facility unless approved by the Contracting Officer. If an utility outage is required to complete the requirements of the contract, the Contractor must contact the Contracting Officer to arrange a suitable outage schedule.6. GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT: The Government will not be furnishing material or equipment.7. SAFETY REQUIREMENTS: The provisions of the Department of Army, Corps of Engineers, Safety and Health Requirements Manual, EM-385-1-1 of 15 September 2008 applies to the work under this contract. The Contractor shall perform a national and local Navy dig safe for any excavation work. The Contractor shall hire a private locator company to mark out natural gas pipe locations. The Contractor shall submit an Accident Prevention Plan tailored for this project per requirements of USACE EM 385-1-1.8. SUBMITTALS: The Contractor shall submit documentation that they possess required Northeast Gas Association Operator Qualifications for the Covered Tasks that pertain to natural gas leak repair work and any other covered tasks required to execute the work. 9. OSHA/EPA REGULATIONS: During performance of all work under this contract the contractor shall strictly adhere to Federal Occupational Safety and Health Agency (OSHA) and Environmental Protection Agency (EPA) regulations as well as all applicable state and local requirements.10. PRECONSTRUCTION CONFERENCE: Prior to the start of construction, the Contractor shall meet with the Contracting Officer to develop a clear understanding of the scope of work to be performed.11. ENVIRONMENTAL PROTECTION: Comply with all federal, state, and local regulations pertaining to the environment, including but not limited to water, air, and noise pollution. 12. CONTRACTOR QUALIFICATIONS: After bid opening but prior to award, the apparent low bidder shall be required to submit specific information demonstrating ability to meet the minimum qualifications set forth below. The Contractor shall submit documentation that they possess required Northeast Gas Association Operator Qualification Program for the Covered Tasks that pertain to natural gas leak repair work and any other covered tasks required to execute the work. The Contractor shall submit documentation that they are an approved National Grid contractor to repair natural gas distribution system leaks. 13. DRAWINGS ACCOMPANYING THIS SPECIFICATION: Pipeline Inspection Report for 15 Leaks14. DAMAGE TO EQUIPMENT AND PROPERTY: The Contractor shall be responsible for damages caused by his personnel, work, equipment or materials to mechanical and electrical installations, equipment, structures, property, etc. owned by or controlled by the Federal Government, State, or local governments, individuals, firms or corporations. Should any damage occur, the Contractor shall be responsible for making good the damage by replacing the damaged equipment or by restoring/repairing the damaged equipment, installations, structure, or property to its original condition to the satisfaction of the Contracting Officer. Obtain approvals of all such repairs/replacements from the Contracting Officer before initiating the work.15. PARTIAL PAYMENT: No partial payment for work accomplished under this contract will be made. Payment will only be made when work is 100% complete and accepted by the Government.16. EXAMINATION OF THE PREMISES: Bidders are expected to visit the site of work to make a survey of the conditions to be encountered which may effect the cost of the performance of the work. Failure to familiarize with the conditions shall not relieve the contractor from the responsibility for full completion of the work. The contractor is required to contact the Contracting Officer prior to commencement and upon completion of work. Work shall be performed Monday through Friday 0700-1530 HRS. END OF SECTION DIVISION 2 - TECHNICAL SECTION 2.1DETAILED SCOPE OF WORK: A.The work includes providing all necessary labor, equipment and materials to perform natural gas system leak repairs for Class 2 leaks at 15 locations.B.Restore landscaping to original conditions. Reseed any effected excavated areas. Restore any effected asphalt, curbing, concrete to original conditions. C.Conform with the Transportation Safety Institute Pipeline Safety Regulations 49 CFR Part 192 -Transportation of Natural or Other Gas by Pipeline: Minimum Federal Safety Standards.D.The Contractor shall be approved by National Grid as a natural gas construction contractor and be familiar with National Grid protocol for repairing natural gas distribution system leaks. Shutdowns required for any work shall be responsibility of the contractor to coordinate with National Grid.E.All repairs are to be in accordance with NFPA 54 and CFR 191 and 192 and National Grid own internal rules for installers/repairers. The Contractor shall check all risers/regulator connections before repair work begins and repair any other leaks on the rider/regulator assembly. It should be expected that repair of one leak may propagate another leak in an adjacent fitting. The Contractor shall be responsible for making sure that adjacent fittings are also gas tight. Perform a soap bubble test on fittings when work is complete. F.Perform natural gas leak testing after leaks are repaired. Contractor performing this work shall be certified under the Northeast Gas Association Operator Qualification Program for the Covered Tasks that pertain to this task. Provide documentation of leak test results.G.Provide natural gas repair work documentation package to include Forms 1 and Form 2 (attached), sketches, digital pictures, etc.
