Description
Department of Veterans AffairsVA Medical Center Danville, Illinois JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 U.S.C. 253(C)(1) under FAR 6.302-1. Justification 1.Identification of Agency and Contracting Activity Dept of Veterans Affairs Medical Center VA Illiana Health Care System, 1900 E Main Street, Danville, IL 61832-5198 2.Nature/Description of Action This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 3.Description of Supplies/Services: Rauland IV Nurse Call System 4.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(1). 5.Demonstration of Contractors Unique Qualifications The Rauland IV nurse call system is required due to the necessity of matching existing nurse call systems presently located on the fourth and fifth floors of the Danville facility. The new system must match the current systems located on the adjacent floors as all are required to communicate with one another. Different manufacturer's systems cannot tie into other manufacturer's systems and work correctly. This is a patient safety issue for the system to work correctly. 6.Description of Efforts Made to Ensure a Variety of Potential Sources This J&A and the Construction solicitation requiring the system will be posted in FedBizOps. 7.Determination of Fair and Reasonable Cost This item is being purchased in combination with a complete construction contract. The system needs to match the one in place so staff can track the keying system located through out the facility. 6.Description of Efforts Made to Ensure a Variety of Potential Sources This J&A and the Construction solicitation requiring the locksets will be posted in FedBizOps. 7.Determination of Fair and Reasonable Cost This item is being purchased in combination with a complete construction contract. This is a minor item of the contract and should The Contracting Officer will make a determination of fair and reasonable cost prior to executing this procurement. 8.Description of Market Survey: No market survey was completed due to the necessity to match the existing keying system.
