Description
This acquisition is being funded from the American Recovery and Reinvestment Act of 2009. The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD) intends to post a solicitation consisting of a base period of six months, an option period one of six months and an option period two of one year for a Contractor to support NIST in fulfilling its responsibility to coordinate the development and harmonization of standards to enable widespread deployment of an interoperable and secure Smart Grid (SG). As part of this requirement, the Contractor will be required to engage all relevant SG stakeholders to ensure credible results. Under Title XIII, Section 1305 of the Energy Independence and Security Act (EISA) of 2007, NIST has “primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of smart grid devices and systems…” The American Recovery and Reinvestment Act provided additional funding through the Department of Energy to implement Section 1305 of EISA. NIST intends to use a portion of these funds to accelerate the development of the interoperability framework and model standards. This acquisition represents a portion of that effort. Based on the results of recent, extensive market research, NIST AMD intends to conduct this acquisition on an unrestricted full and open competition basis under Federal Acquisition Regulation (FAR) Part 15, Contracting by negotiation. The Government intends to utilize the time-and-materials contract for the base period and both option periods. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to joseph.widdup@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. All offerors that are not small businesses under the NAICS code specified in this notice will be required to submit a subcontracting plan with their proposal that meets the requirements of Federal Acquisition Regulation (FAR) clause 52.219-9, Small Business Subcontracting Plan. The Government also intends to conduct a preproposal conference for this acquisition. Details about that preproposal conference, as well as details about the requirements to be performed, will be included in the solicitation. NIST anticipates posting the solicitation fifteen (15) days after the date of publication of this notice (or as soon as possible thereafter). NIST estimates that this acquisition will be valued between $5 million and $9 million, including both option periods.
