Description
The Environmental Protection Agency (EPA), Research Triangle Park, NC has a requirement for Teflon filters. The Teflon filters are used with a sampler to collect PM 2.5 (particulate matter with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers) samples. The filters for a specific year must be made from the same lot of raw materials for distribution. It is important that all filters of the same type from the same delivery contain a uniform level of impurities. Therefore, the contractor shall manufacture all filters for a delivery from the same sheet material using a single production line and one production run. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. EPA anticipates the award of fixed price requirements type contract with orders issued on an as-needed basis at any time during any of the five (5) twelve (12) month ordering periods. The total duration of the proposed contract is sixty (60) months. The most likely amount of Teflon filters to be ordered is 240,000 in the base period and 240,000 each in Options I-IV. Specifications and references for the Teflon filters are outlined in the SOW which can be found at http://www.epa.gov/oam/rtp_cmd. As part of the solicitation requirements, the Government intends to require offerors to submit 50 teflon filters with their proposal. These samples will be tested to ensure the offerors? capabilities to produce acceptable samples. The procurement will be processed as a full and open competition. The associated North American Industry Classification System (NAICS) code is 334516 with a size standard of 500 employees. This requirement is a follow-on to contract number EP-D-04-065 with Whatman, Inc. The RFP will be issued approximately o/a June 24, 2009. Proposals will be due approximately (30) calendar days after the RFP issuance date. As previously stated the solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. All responsible sources may submit a proposal which shall be considered by the Agency.
