Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-09-T-0451. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-32 and DFARS Change Notice 20090115. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334220 and the Small Business Standard is 750 employees. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The acquisition is for the below listed Traveling Wave Tube Amplifiers (TWTAs) from the OEM, Applied Systems Engineering Inc., Fort Worth, TX. The equipment is for use on the Pacific Missile Range Facility (PMRF) Barking Sands electronic warfare (EW) range. The TWTAs are direct replacements for items in the Wide-Band Joint Threat Emitter (WB JTE). The proposed TWTAs must be form, fit, and function compatible to the existing units. Each ASE TWTA part number provides a dedicated threat signal within a frequency range and power output (e.g. 2.0 -3.6 GHz; 3.6 - 6.5 GHz; 6.5 - 10 GHz; 10.0 - 18.0 GHz; and 6.0 - 18.0 GHz) for the WB JTE. Substitution of alternate equipment would require extensive testing and evaluation to determine if the required parts would meet the form, fit, and function compatibility requirements of the WB JTE systems. To be determined technically acceptable the Offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage code, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation.
