- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote number (RFQ) is RFQ-IL-09-00303 for this requirement. This RFQ incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-30. The applicable NAICS code is 334516. Simplified Acquisition Procedures at FAR Part 13 are being used. The acquisition will be processed as full and open competition. The USEPA intends on purchasing, brand name or equal, manufactured by Elemental Scientific, Inc, or PerkinElmer Inc. the following items: (1) P/N SC-8104-1142-57, 2 each - SC-4 FAST complete system for PE Optima 2000/4000/5000. Includes SC-4 autosampler with dual flowing rinse, FAST system with fluoropolymer injection valve and software, low-volume PFA Teflon on-line internal standards addition tee, MicroFlow PFA-ST nebulizer, O-ring-free quartz cyclonic spray chamber with internal baffle, and sapphire ICP injector. (2) P/N LR-21-30, 6 each - 21 Position Large Rack, 30mm diameter. (3) P/N FI-SC-02, 1 each - On-site 2 day installation for SC-FAST complete high throughput system (two complete systems). Includes hardware installation, software methods and implementation, necessary method validation, and user training. (4) Shipping - Best Way The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included in paragraph (a) of that provision are: (1) Technical. Technical capability of the item offered to meet the Governments minimum requirements based on examination of product literature or technical approach narrative. (2) Price. Technical is of greater importance when compared to Price. The quote must demonstrate an understanding of the requirement and the ability to meet the specifications. Offers must include sufficient material to permit the Government to determine that the proposed product(s) will meet the EPA's critical specifications. Any specific variances from the EPA's specifications shall be addressed by the Offeror with respect to how the Offeror's quote provides alternative equivalence. The Government reserves the right to require additional pricing information, if necessary, to determine that the proposed price is fair and reasonable. General statements that the offeror can or will comply with the requirements, that standard procedures will be used, that well-known techniques will be used, or paraphrases the RFQ specifications in whole or in part will not constitute compliance with this requirement concerning the content of the technical quote. The offeror must complete and submit with its quote, FAR 52.212-3 Offers Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
