MODIFICATION TO NGA'S MINIMUM REQUIREMENTS NGA's MINIMUM REQUIREMENTS HAVE BEEN MODIFIED ON 8 JUNE 2009 _________________________________________ QUESTIONS AND ANSWERS (JUNE 8, 2009) Question 1: What monitor does the Government think meets their requirements? Answer 1: A brand name is not specified. As long as a vendor's quote meets the MINIMUM specifications, they are considered technically acceptable. Question 2: What is desired - wide screen 16:9 or standard 4:3? Answer 2: Standard 4:3 is acceptable for this requirement - wide screen 16:9 is not needed. Question 3: Please clarify the statement on compliance with Section 508. Answer 3: Section 508 requires that the Federal agencies' electronic and information technology is accessible to people with disabilities. Question 4: Is there a certain level of Energy Star required? Answer 4: LCD Displays must meet Energy Star Version 4.1 criteria as Tier 2 devices. This is dated 6 January 2006. Question 5: Are refurbished monitors acceptable? Answer 5: No. We are not accepting refurbished monitors for this requirement. _____________________________________________________ QUESTIONS AND ANSWERS (JUNE 5, 2009) Question 1: Maximum response time, contrast ratio and brightness was not addressed in the solicitation. Do we need to include these items in our quote? Answer 1: These items were not included because they are not key items for an office automation display. The minimum specifications listed in the solicitation are critical features to our requirement. However, you are free to include these items in your quote, even though they are not required. To be technically acceptable, the Government requires that all of the minimum specifications be addressed. Question 2: Brand name preference was not listed in the solicitation. Are we required to use a brand name? Answer 2: We are not requiring a brand name for this solicitation. As long as the monitor meets the minimum specifications it is considered technically acceptable. Question 3: Are items on the GSA schedule preferred? Answer 3: No, there is no preference. This is an open market purchase order. Items do not need to be listed on a GSA schedule. _________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. The National Geospatial-Intelligence Agency (NGA) has a requirement for 19" Flat Panel computer monitors. This requirement is being set aside for small businesses and competed solely through the Government Point of Entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via attachment #1. Offerors must sign in to the FBO website to view the attachment. An MPIN may also be required. All vendors interested in submitting a quote for consideration should do so, prior to the soliciation closing date, in the form of an email to the point of contact(s) listed in this solicitation. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes and is set aside for small businesses. Quotes from Other than Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Award shall be made to the offeror that submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. The technical requirements of the hardware are detailed in attachment #1. BIDDERS MUST ADDRESS EACH BULLET TO BE CONSIDERED TECHNICALLY ACCEPTABLE. 4. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 5. All items shall be delivered to the location referenced below within 30 days after receipt of order (ARO). 6. All questions should be in writing, directed to Contracts Specialist Megan Virtue at Megan.Virtue@nga.mil. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. 7. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached).
