Description
In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention (CDC) intends to issue a sole contract to Association of Schools of Public Health to provide publication in the journal Public Health Reports. The reduction of health disparities and health equity promotion are top priorities for the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention. An urgent need exists to increase the number of peer-reviewed publications that focus on reducing health disparities and examine the link with social determinants of health. Currently, there are few studies that have examined effective methods to address social determinants of health in our efforts to prevent and control HIV/AIDS, viral hepatitis, sexually transmitted diseases and tuberculosis. In addition, there are a limited number of published studies examining social determinants and associated strategies that can be systematically prioritized to produce the greatest impact in accelerating the reduction of health disparities in these diseases. Moreover, studies focusing on developing and identifying key metrics which might be used to better measure and monitor the impact of social determinants on health on these diseases are not present in the literature. The publication of the supplement will advance scientific knowledge and public health research and policy on addressing social determinants of HIV/AIDS, viral hepatitis, STD, and tuberculosis and may impact CDC's public health work in reducing health disparities. To publish in a journal, the accounts of public health programs, initiatives and research in addressing social determinants of health and HIV/AIDS, viral hepatitis, STDs and TB. Publication in a journal will make those experiences accessible by public health officials involved with prevention and control of these diseases. The Association of Public Health School will publish a collection of scientific and programmatic articles describing social determinants of health and its link to HIV, viral hepatitis, STD, and TB in a special supplemental issue of Public Health Reports in late spring/early summer of 2010 in the standard format for supplemental issues of Public Health Reports. The title of the issue will be Addressing Social Determinants of Health in HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases and Tuberculosis. The supplement will be comprised of approximately twenty manuscripts with an average estimated length of 5-7 pages. The number of manuscripts will vary and is subject to change based on suitability of each manuscript for publication. The contractor will edit and peer review the articles and provide feedback to the authors. The contractor will design, layout, provide galley proofs to CDC, print, and distribute the supplemental issue to the established readership of the journal. Additional copies of the issue will be supplied to CDC's National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention. It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
