Description
This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit and award a Design-Bid-Build Construction project for construction of six standard design, earth-covered igloos and one ammunition storehouse located at Fort Riley, Kansas. The Government proposes to issue a firm fixed price type contract for this project. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Market Research and Sources Sought Notice is to determine if there are adequate Historically Underutilized Business Zone (HUBZone) Small Businesses available to provide adequate competition to compete and perform a firm fixed price Design-Bid-Build construction type contract. Construction services to be performed under the firm fixed price contract will consist of constructing six standard design, earth-covered magazines (ECM) (Igloos) and one ammunition Storehouse (small arms warehouse). Three igloos will be the standard medium size and three will be the standard large size igloos. Igloos are located within the existing ammunition supply point. At least one igloo shall have a crane. Supporting facilities include access roads with an apron for truck maneuvering, electrical service, lightning protection, water and sewer line extensions and fire hydrants, site improvements, and intrusion detection (IDS) systems. The igloos will have natural ventilation. The warehouse will have mechanical ventilation. The warehouse is a pre-engineered metal building programmed at 7000 sf. The warehouse is utilized as receiving and sending station for ammunition. This building is not required to have conditioned air and will be open with no offices or facilities. Each facility will require electrical service. The warehouse and three igloos will require comm., but no water, sewer or buried storm sewer is required for this project. A small amount of roadway will be constructed to facilitate large trucks maneuvering within the ammo storage area. The pavement design will be performed by NWO Center for Transportation. Prior experience with construction of ranges of similar scope is required Estimated construction range: Between $5,000,000 - $10,000,000. Estimated duration of project is 365 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Offerors response to this synopsis shall be limited to 5 pages and shall include the following information: Offerors name, address, point of contact, phone number, and e-mail address. Offerors interest in bidding on the solicitation when it is issued. Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute construction, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. Offerors type of business and business size. Offerors Joint Venture information if applicable existing and potential. Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Interested offerors shall respond to the Sources Sought Synopsis no later than 2:00 PM (CST) 10 June 2009. All interested contractors must be registered in CCR to be eligible for award of Government contracts.
