- This item requirement is for the Naval Air Warfare Center Aircraft Division /AIR 5.2 at Patuxent River, MD. This requirement includes the renewal of the following products: OMEGA-B06-SITE Annual Bundle Site License, SERV, DRU & IES and Standard Software Warranty (QTY, 1 Each). The OMEGA Software applications are an integral part of the Range Department, Aircraft Instrumentation Division’s (AID’s) ability to configure data acquisition hardware and validate the proper functionality of the system as installed on aircraft. This software is used in daily support of multiple flight test programs and is critical to the mission of Decision Quality Data. The Government contemplates a firm-fixed-price contract. This license and software is being procured under FSC code 7030, and NAICS code 511210, with size standard of $23 Million. Wyle Laboratories Inc. is the owner of the software applications and is the only provider of the usage licenses. Wyle Laboratories Inc holds proprietary rights over the use of the OMEGA software. The Government intends to negotiate on a sole source basis with Wyle Laboratories Inc. under the authority of FAR 6.302-1; only one responsible source and no other services and supplies will satisfy the agency requirements. This notice of intent is not a request for competitive proposal. However, interested parties may submit a capability statement. All capability statements received in response to this notice must be received by 6/12/2009 @ 2pm and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source based on the response received. NOTE: DFARS 252-204-7004 Alt A “Required Central Contractor Registration” applies to all solicitations. Lack of registration in CCR database will make an offeror ineligible for award.
