Description
NAICS Code: 813312 NAICS Code: 813312 The US Environmental Protection Agency, Office of Air and Radiation, Clean Air Markets Division (CAMD) plans to award a Sole Source purchase order to BioDiversity Research Institute (BRI) under Federal Acquisition Regulation Part 13: SimplifiedAcquisitions under the authority of FAR 13.106-1 (b)(1). CAMD has a requirement for analytical services to assess monitored datasets of mercury concentrations in environmental media from sites across the nation. Specifically, these include mercury data on wildlife, such as loons and other piscivorus birds, songbirds and mammals. The main services rendered to EPA under this contract are the compilation of mercury monitoring datasets, development of a documented, standardized, searchable, geo-referenced electronic database, and the assessment of thresholds, patterns, trends and gaps in the data. CAMD requires this database of mercury concentrations in wildlife to develop a baseline mercury record for tracking the efficacy of federal and state mercury air rules over time and for characterizing the wildlife mercury monitoring density/coverage needed to establish a future, integrated mercury monitoring network (e.g. air, water, sediments, fish, wildlife). The BioDiversity Research Institute (BRI) is uniquely qualified to conduct the work required for standardizing and assessing wildlife mercury data. The BRI is the preeminent scientific organization for cutting-edge research on the effects of mercury on wildlife. Through their research and monitoring efforts on avian and mammalian indicators of ecosystem response to mercury inputs, they have acquired more than 85 datasets representing >350,000 datapoints from more than 40 states across the U.S. and globally. While some of the data collected in these states are available in governmental reports and peer-reviewed papers, much of the data are only available through direct access with BRI. BRI is the sole entity that houses these data. No other agencies, company or organization has direct access to BRI's mercury database. The scientists at BRI are nationally and internationally recognized as experts in wildlife biology, and particularly with their work on mercury in birds (loons) and mammals. Dr. David Evers, the Executive Director of BRI and Principle Investigator for this project, has more than 30 peer reviewed scientific journal articles published on avian ecotoxicology. BRI, under the leadership of Dr. Evers, has the unique data and approaches, including experience in performing these types of environmental mercury assessments to support the needs of CAMD. Due to the nature of this procurement EPA believes there is only one responsible source capable of meeting these requirements. No solicitation or Request for Quotes is available. Any firm that believes it is capable of meeting these requirements may submit a response, which is received by COB, Friday, June 12, 2009, will be considered.
