- The contract resulting from this Invitation for Bid (IFB) is for the abatement of the Pike County Animal Shelter Drainage emergency project in Pikeville, Pike County, KY. The project site is located behind the Pikeville Waste Water Treatment Plant on the Pikeville, KY quadrangle at latitude 37 29 31.04 and longitude 82 32 27.81. The work to be performed under the contract will consist of: mobilization and demobilization of equipment and labor; site preparation, coal refuse excavation, installation of a rock toe buttress, installation of a rail pile retaining wall, installation of several types of surface and subsurface drainage control structures, site regrading, revegetation of all disturbed areas, and restoration of driveways and roadways. The estimated price range is $70,000 - 100,000. The emergency nature and complexity of the work needing done at this project site requires that: ATTENDANCE AT THE PRE-BID CONFERENCE/SITE VISIT IS MANDATORY FOR PROSPECTIVE BIDDERS. PROSPECTIVE BIDDERS ARE TO MEET AT THE BURGER KING AT THE WAL-MART SHOPPING CENTER IN PIKEVILLE, KY ON JUNE 4, 2009 @ 2:00 PM FOR THE PRE-BID CONFERENCE/SITE VISIT. BIDS FROM PROSPECTIVE BIDDERS NOT IN ATTENDANCE AT THE PRE-BID CONFERENCE WILL NOT BE ACCEPTED. In addition, the emergency nature and complexity of the work needing done at this project site does not allow for the normal announcement period and mailing/posting of solicitations. A pre established call list of Contractors for work in Eastern Kentucky have been notified of the date, time and location of the pre-bid conference. Complete solicitation packages (IFB and attachments) will be distributed to all prospective bidders in attendance at the pre-bid meeting on 6/4/2009 @ 2:00 pm. Prospective bidders can obtain the solicitation package at the pre-bid meeting or electronically from FedConnect or FedBizOpps. The solicitation package has been posted to FedConnect which is linked to FedBizOpps. Bids will be opened on June 9, 2009 @ 1:00 pm. An original hard copy of the completed and signed IFB along with Section K Reps and Certs, AML Contractor Information Form will be due at the depository in 3 Parkway Center, Pittsburgh, PA 15220 on the above date and time. Electronic and/or faxed bids will not be accepted. Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at ccr.gov data base and complete on line representations and certifications at orca.bpn.gov.
