- The Social Security Administration (SSA) intends to negotiate on a sole source basis with Phoenix Software International Inc., 5200 West Century Blvd., Suite 800, Los Angeles, CA 90045, under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) "Soliciting from a Single Source" for the purchase of a perpetual software licenses and accompanying maintenance support for "(E)JES" Software. SSA currently owns licenses for (E)JES software that is installed at national headquarters in Woodlawn, Maryland. The acquisition of a second license for (E)JES is needed for workloads that are being transferred to the new second data center, the Durham Support Center (DSC). Having a second center will lessen the impact of a disaster recovery event by establishing a second, fully functional, co-processing data center. Each center will back up the data assets of the other. Phoenix Software International Inc. is the only authorized dealer of this software and services known to the Government. The Government anticipates the award of one year firm-fixed price award. Interested parties that feel they can provide the required software and maintenance support may respond by submitting their capability statement by email to the POC listed above. Information received will be considered solely for the purpose of determining whether to conduct a competitive procedure. THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION FOR OFFERS. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no response is received by the cutoff date listed with this notice, SSA will proceed with sole source negotiations with Phoenix Software International Inc. All questions and submissions in response to this notice must be submitted in writing to the e-mail address listed above. Telephone calls regarding this matter will not be accepted, nor will they be returned.
