- ITEC4, on behalf of The Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (OASA(ALT)), is requesting capability statements from companies and institutions for the purpose of identifying potential sources for providing the following online subscription services: real time business financial data such as corporate history, corporate ownership, subsidiaries, and government and commercial business commitments, payment history, financial viability, summary risk assessments, merged business credit files, and credit ratings/reports for domestic and international companies. The Government will utilize the data and reports to assist with the determination of financial responsibility of doing business with the Department of the Army. Capability Statements should answer the following questions: 1) What is the process to ensure data integrity or the accuracy of the data/reports provided? 2) How often is data updated? Capability Statements should include a list of current contracts or orders for same or similar services along with a brief description of scope, dollar value and period of performance. Vendors should provide their business size status and address their capability to perform the entirety of the services without teaming arrangements. The applicable NAICS code is 561450, Credit Bureaus, which has a size standard of $7.0 million. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Capability Statements should include either a 3-page sample or an online Guest account so that the Government may evaluate capabilities of the vendor. Capability Statements, including samples, are limited to 10 pages. MS Word, MS Excel and PDF documents are acceptable formats. Submissions in response to this RFI should be sent to the undersigned, to the following email address: alyssa.murray@conus.army.mil, no later than 4:30 p.m. on June 17, 2009.
