Small Business Set-Aside: 8a Competitive
Description: The Federal Protective Service, East Coast Consolidated Contracts Group intends to acquire, under a competitive 8(a) set-aside acquisition, security guard services at the Center for Medicaid Services located in Baltimore, MD. Offers from other than 8(a) small business concerns will not be considered. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services at this location. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12 utilizing aspects of FAR Part 15 for evaluation purposes. It is anticipated that a single award, IDIQ contract with labor hour type task orders will be established as a result of the solicitation. The contract will consist of one, twelve month base ordering period followed by four twelve-month optional ordering periods. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP #HSCEE3-09-R-00005 will be released to the Federal Business Opportunities website on or about May 1, 2009. It is the contractors responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractors Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orcva.bpn.gov to compete their Online Registration and Certifications Application (ORCA) prior to submittal of a proposal. Per HSAM 3005.207: The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Because a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act, the contracting officer is held responsible for correctly classifying a FedBizOpps notice.
