- The US Army Joint Munitions and Lethality (JM&L) Life Cycle Management Command (LCMC) intends to award a contract for production of 700 probes and 700 HH Thermometers in support of the Lightweight 155mm Howitzer Program to Omega Engineering, Stamford, CT on a sole source basis. The Justification & Approval (J&A), currently being staffed, addresses duplication costs to the Government and unduly schedule delays. Authority for this procurement comes under 10 USC 2304(c) (1) where no other supplies or services will satisfy agency requirements and FAR 6.302-1 (a) (2) (ii) (A) Only one responsible source and no other supplies or services will satisfy agency requirements. (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition or (B) Unacceptable delays in fulfilling the agencys requirements.This notice of intent is not a request for competitive proposals.
