- The Office of Public Health and Science (OPHS), Office on Minority Health (OMH), through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the Public Health Leadership Program, School of Public Health, UNC-Chapel Hill CB #7469, Chapel Hill, NC 27599-7469. The Purpose of this procurement is to provide technical expertise on financial indicators and writing on quality and public health finance. The contractor shall be responsible for but not limited to the following tasks: Develop materials for applying financial indicators that promote quality improvement in public health Assist in writing as a co-author on documents (eg, papers, chapters) on financial, economic, and operational indicators of quality in public health Collaborate with the PI on state-wide public health agency analysis of financial data for the improvement of quality Collaborate with the PI in training the public health practice community on how to use the financial ratios Development of a data dictionary on the financial indicators The following deliverables is required: Provide narrative for inclusion in papers and a chapter on quality and public health finance Provide a data dictionary on financial indicators Co-author a written report on applying financial indicators to public health agencies Presentations at national events on applying financial indicators to public health practice The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
