- FedBizOpps PreSolicitation Notice Design and Construction of Fuel Storage Facility June 1, 2009 Title: Design and Construction of Fuel Storage Facility Description: The Washington Headquarters Services Acquisition & Procurement Office (WHS/A&PO) intends to issue a solicitation for design and construction of a fuel storage facility. The Design/Build (D/B) team shall design, construct, furnish and install, test and demonstrate functional operation of multiple aboveground fuel storage tanks and a centralized control and fuel pumping facility to enable the future modification of the power plant(s) within an Under Ground Facility (UGF). Diesel fuel is used to run the power plant generators during outages. In addition, the D/B team shall provide an integrated fuel filtration system with the fuel storage tanks as well as a proper fire detection and suppression system. In order to be eligible for award, all members of the D/B Team’s “design team” must have, at minimum, an active SECRET security clearance. In addition, all contractor employees performing on this contract must be United States citizens. The anticipated duration of the contract period of performance is approximately nineteen (19) months with award on or about September 10, 2009. Design activities should be formally under way by the end of October 2009. The place of performance is Adams County, PA. The anticipated contract type is Firm Fixed Price. Per Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction Projects, the price range is more than $10,000,000. This is a best value, full and open competition. Evaluation factors and their relative importance will be disclosed in the solicitation. The fuel storage facility solicitation will not be posted on this site. In accordance with FAR 5.102 (b)(1), the Contracting Officer will employ other electronic means (e.g. electronic mail or CD-ROM) for distributing the solicitation. Interested parties meeting eligibility shall formally request a copy of the solicitation by electronic mail to Yolanda Bell at yolanda.bell@whs.mil and Francisco (Frank) Fernandez at francisco.fernandez.ctr@whs.mil. The anticipated solicitation issue date by electronic means is late June 2009. All Offerors must be registered with the Central Contractor Registration (CCR) database as well as with the Online Representations and Certifications Applications (ORCA) database or risk their proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations.
