Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, hereby announces its intent to issue a purchase order to Sunset Laboratory for Dual Method Carbon Analyzer. Background Pittsburgh Research Laboratory is part of NIOSH and focuses its research on the health and safety of miners. Part of its program is to perform research on the analysis of and controls to limit diesel particulate matter. NIOSH method 5040 is used to evaluate control technologies and determine workplace exposures to DPM. This instrument and results are used in many of our projects. Sunset Laboratory Carbon analyzers are used to perform NIOSH 5040. Our carbon analyzer is getting older and costing time and money for repairs throughout the year. A new machine would save repair money and also time of researchers constantly working on the unit. Another method (IMPROVE) is used to analyze for elemental and total carbon for DPM and other carbon particulate samples by other researchers. We currently do not have the capability to perform this test or to compare our results with some other studies. This instrument would perform both the NIOSH 5040 and the IMPROVE method. This would provide us with the opportunity to compare our results with studies using the IMPROVE method and to compare the two methods to investigate how DPM relates to them. All of our experience, parts, MSHA data, mine data, and past NIOSH data are from the Sunset Laboratory instruments. In order to be consistent with data collected in mines from NIOSH and other people and since we already have knowledge how to run these types of instruments, we would like to continue with this manufacturer. We also have experience with these instruments from Sunset Laboratory being accurate. The Sunset Laboratory has a lower limit of detection and is used by MSHA and other mines to determining DPM exposures. With a different instrument, we may not get results that can be compared to other mining samples including MSHA (regulatory agency) samples. Sunset Laboratory instrument's limit of detection is better than the other instruments that can be used for NIOSH method 5040. It is also compatible with our current setup in the lab since it is replacing an older instrument. It is used by the mining community and MSHA and has been used by NIOSH so that we can compare current data with past results, for some questions have been raised that would suggest another instrument results (from DRI) are not comparable to the Sunset Laboratory instrument results for elemental carbon. This product also uses a 16 bit data system (the DRI used a 12 bit data system). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret Mooney, Purchasing Agent, Reference number 2009-Q-11350, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Sunset Laboratory, Inc. 10160 SW Nimbus Avenue, Suite F8, Portland, OR 97223-4338 as the only source and a purchase order will be issued without any additional notices being posted.
