Description
This procurement is a sealed bid solicitation for a firm fixed-price contract to renovate Building 5100 at the Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) Campus, Aberdeen Proving Ground, MD. The base bid work is comprised of two elements; a primary renovation of a two (2) story structure containing offices, and a one (1) story high bay area containing electronics and software engineering laboratories and R&D space totaling approximately 110,000 GSF. The project also includes a large paved hardstand enclosed within a secure fence and Parking Area adjacent to the Facility. The existing building structure is primarily a structural steel frame, with concrete slabs on grade and metal deck with concrete composite flooring. The existing roof construction is an insulated metal deck on a sloping steel structure. The existing exterior skin is insulated metal sandwich wall panels and a brick veneer base. The project includes both upgrades and new systems for building additions and structural modifications along with domestic water supply, fire and suppression systems water services, and electrical distribution and power. The solicitation may also include options for canopies over the new bunker structure at the front of the building and the Load Bank Storage Area and change out of existing bathroom partitions. The renovation and construction practices of this building shall be in compliance with UFC 04-010-01 and 04-010-02 Anti-Terrorism Force Protection regulations dated January 19, 2007. The performance period is approximately 16 months. SITE VISIT: A site visit is scheduled for June 30, 2009. Additional information concerning site visit time, directions, and meeting location will be outlined in the solicitation. Interested parties must call 410-278-0202 to reserve a space. RFIs: All requests for information on this project must be sent to C4ISR@usace.army.mil and must contain the project solicitation number in the subject line. Estimated cost range for this procurement is $10M to $25M. This procurement is unrestricted. The NAICS Code for this project is 236220 and the small business size standard is $33.5 million. The contractor must also comply with VETS-100 annual reporting as required by FAR 22.1310(b) prior to award. Liquidated Damages will be specified. Davis Bacon rates will be applicable. Bonding and insurance are required. Affirmative Action to ensure equal opportunity is applicable to the resulting contract. Issue date is on or about June 18, 2009 with bids due on or about July 21, 2009. The solicitation documents will only be available via the FedBizOpps (FBO) homepage located at https://www.fbo.gov/. The solicitation may be downloaded free of charge to all interested parties. The media through which the Government chooses to issue this solicitation is the Internet only. Bidders are responsible for printing paper copies of the solicitation; no paper copies will be issued. No written or faxed requests will be accepted.
