Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the Join Together, 715 Albany Street, 580 3rd Floor, Boston, MA 02118. The purpose of this contract is to provide State Leadership Institutes to build local and leadership capacity around alcohol and drug issues in two States to be selected by Project Officer and vendor. The Institutes will help to encourage community leaders to be engaged leaders. The vendor will provide technical assistance to state level local groups in two states similar to TA currently provided by Join Together in their existing program. The models that were developed by Join Together in 2008 will be replicated in other selected states. The technical assistance to the two future states groups will include: Professional advice and training support; Continual updating of the State Action pages; Access to the Join Together online tools tailored for their efforts; Sustainability of the Leadership Institutes over time The contractor shall be responsible for but not limited to the following tasks: Identify States with a high potential for successful state level reform and an existing base of grass roots organizations. Task 1a: Expansion of local leaders, using the model and online tools that were developed by Join Together. Task 2: Invite leadership teams from the identified states to determined location to plan and learn to use the leadership development process created by Join Together. Task 3: Organize and host up to 3 Regional Leadership Training Institutes per state for approximately 40 individuals from their own organizations and from Join Together subscribers in that state. Task 4: Enhance the Join Together Blueprint State pages and online tools, with the goal of recruiting state level reporters from each state to help keep the state pages current and linked to each of their websites. Task 5: The contractor shall provide a Final Report that will evaluate the short term effectiveness of their efforts. The contractor will answer the following questions: Did the selected states carry out the grass roots leadership recruitment and Leadership Institutes and other activities as planned? Were the Join Together State pages updated on a regular basis and were they able to recruit and retain state level volunteer reporters to provide current information? Are there more trained and educated local and state leaders who will have gained understanding and acceptance of addiction as a disease and understanding of the alcohol and drug issues in their state related to improved state drug and alcohol policies in the states where Join Together were actively involved? Is there evidence that State policies are moving in the direction as recommended by the Blueprint report? The contractor is responsible for the following deliverables: Task 1: Identify States for the Leadership Institutes Task 1a: Select the Leader Expansion Team Task 2: Invite Leadership Teams to Boston Task 3: Organize and host Regional Leadership Training Institutes Task 4: Enhance the Join Together Blueprint State pages and online tools Task 5: Submit Final Report The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
