- The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed-price procurement with Teel Technologies, 16 Knight Street, Norwalk CT 06851, the United States distributor for.MicroSystemation.XRY and XACT Complete Systems and RTL Aceso System, under RFQ E008107. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. In order to maintain compliance with the FBI Digital Evidence Laboratory, which has fully tested and approved these tools for the forensic examination of cellular telephones, the FBI has an operational requirement for: the.XRY and XACT cell phone forensic tools, which support over 500 models of cell phones; and the RTL Aceso cell phone forensic tool which supports over 350 models of cell phones. Teel Technologies will provide for RTL Aceso Mobile Device Forensic Terminal, quantity 1; and.XRY/XACT Complete System, quantity 1. Annual support and licensing is included for a total of three years. Based on market research conducted and contacts made with knowledgeable individuals within the government, and the related industry, it has been determined the FBI's requirement for the referenced forensic examination of cell phones can only be provided by Teel Technologies, as they are the only known provider in the United States of the.MicroSystemation.XRY and XACT Complete Systems and RTL Aceso System. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am EDT, June 6, 2009, via email to the attention of: Margaret D. Einspahr, at meinspahr@fbiacademy.edu. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 334290, Other Communications Equipment Manufacturing, and the size standard is 750 employees. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov
