- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912BV-09-R-1035. All questions regarding this SYNOPSIS should be submitted in writing to the following E-Mail address: Stephanie.murphree@usace.army.mil. This Acquisition shall be competed as a total small business set-aside. This synopsis is for the purpose of a pre-solicitation notification only. The US Army Corps of Engineers, Tulsa District intends to issue a solicitation for two real estate specialists. The Contractor will be responsible for providing the real estate specialists requested during normal duty hours on a part time or full time basis, as specified for each position in the Performance Work Statement (PWS) to be provided in the subsequent solicitation. Work will be performed at the District Office in Tulsa, Oklahoma, and occasionally travel will be required to field offices located at various location in Oklahoma, Kansas, and Texas. The contract type will be a firm fixed price contract with a base period of one (1) year to begin 1 July 2009 and include one-one year option period. The North American Industry Classification System (NAICS) code for this program is 531210, a Classification Code of R402, and a business size standard of $2 million. The Government will award a contract resulting from the subsequent solicitation to the responsible offeror whose offer conforming to the requirements of the solicitation will be most advantageous to the Government considering price. This solicitation will be issued via Internet only on FebBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is the contractors responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. Estimated solicitation issue date is on or about the estimated date of June 2, 2009. Quotations are anticipated to be due on or about 22 June, 2009. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. This policy states It is the policy of the Federal Government that service contracts and solicitations for such contracts shall include a clause that requires the contractor, and its subcontractors, under a contract that succeeds a contract for performance of the same or similar services at the same location, to offer those employees (other than managerial and supervisory employee) employed under the predecessor contract whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. There shall be no employment openings under the contract until such right of refusal has been provided. Nothing in this order shall be construed to permit a contractor or subcontractor to fail to comply with any provision of any other Executive Order or law of the United States.
