Full Solicitation Issued: June 1, 2009 Closing Date: June 23, 2009 Closing Time: 12:00 p.m. EST Reference:NAICS –519110 – News Syndicates Subject:Purchase Order Proposal Request for News Clipping Service MOAA-GRO-060109 Dear Offeror: The United States Agency for International Development (USAID), invites you to submit a quote for services described in the attached statement of work. Please provide this office with a quote to accomplish the activities described in the statement of work no later than Tuesday June 23, 2009 at 12:00 pm (EST). The RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your quote. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered in the best interest of the Government. The selection will consist of a Best Value source selection process based on past performance, samples of work, and price. Under a best value source selection, non-price evaluation factors, when combined are significantly more important than price. USAID will evaluate each firm on the evaluation factors in this solicitation. However, USAID will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. The period of performance for this procurement will be July 16, 2009 to July 15, 2010, with two option years with the last option year ending on July 15, 2012. The government estimate for this Purchase Order is $300,000. Proposals submitted in response to this request will be received by mail or hand carried (including Courier or Overnight Mail Service) at the following addresses.
