- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.603, Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice and following Simplified Acquisition Procedures in FAR Subpart 13.5 and Contracting by Negotiation in FAR Part 15. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The US Department of Interior, National Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number 1406-04-09-CS-69018 as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-32.This requirement is a 100% small business set-aside and only qualified offerors may submit quotes. The associated North American Industrial Classification System (NAICS) code for this procurement is 541810, "Advertising Agencies", with a small business size standard of $7M. The Product Service Code for this procurement is R701, Management Services/Advertising. The resultant award shall be a 3-year Requirements Contract with a Base year and 2 12-month Option Periods. Task orders issued against the Requirements Contract will predominantly be Firm-Fixed-Price (FFP) but will also contain Labor Hour and Reimbursable CLINs. The estimated total labor hours required over the life of the contract is 13,956 hours; however, this is only an estimate and does not bind the Government in any way. The maximum limit of the contractor's obligation to deliver services under the resulting contract is $5 million.Award will be made to the single contractor that provides the best value to the Government for all required services. Offerors must propose pricing for all CLINs and all option periods to be considered for award.
