- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, RABQ6090004, is issued as a Request for Proposals (RFP) in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-27. The North American Industry classification (NAICS) code is 562111 and the business size maximum is $12.5 Million. This solicitation is set-aside 100% for Small Business. All responsible sources may submit a proposal which shall be considered. Award will be made on an all or none basis. The Government will award a firm fixed price contract. The resulting contract will be for one base year and include four option years. The Government will not be responsible for any costs accrued or incurred in response to this solicitation. The provisions at FAR 52.212-2 Evaluation-Commercial Items applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The factors used to evaluate offers will be (i) Price [The Total Price for all CLINs plus Option CLINs will be evaluated. Offerors shall include pricing for the Base Period of Performance and Four Option Periods to be considered for award] and (ii) Past Performance [Past performance will be evaluated as positive, negative, or neutral. All proposals shall submit at least three Points of Contact with complete name, phone number and e-mail address that can confirm relevant past performance. An offeror without a record of relevant past performance or whom information on past performance is not available will not be evaluated positive or negative on past performance. If the offeror has no record of past performance, they will be rated neutral. Wage Determination # 2005-2362 Revision 7, Dated 07/25/2008 for McKinley County, New Mexico is applicable to this solicitation and resulting award. To be awarded this contract, the offeror must be registered in the CCR. CCR information may be found at http://www.ccr.gov. The contract line item nymbers, clauses and offerors information and evaluation are attached. Proposals are due NLT 3:00 pm MST, June 3, 2009 at the Bureau of Indian Affairs, Albuquerque Acquisition Office, 1001 Indian School Rd., suite 347, Albuquerque, NM 87104.
