- The U. S. Geological Survey, Forest and Rangeland Ecosystem Science Center intends to award a non-competitive purchase order to Cooper Ornithological Society for page charges for special volume titled, "Ecology and Conservation of Greater Sage-Grouse: A Landscape Species and its Habitats," a set of approximately 26 chapters to be published as a volume in the series of the Cooper Ornithological Society called Studies in Avian Biology. The primary goal of this acquisition is formal publication of this scientific information, in order to make a substantial body of scientific information about sage-grouse and their habitats available in a consolidated way, within a widely recognized, highly reputable scientific outlet. The proposed vendor publishes large works presented in either monograph or a collection of papers focused on a topic. No other known professional society specializing in birds, produces monograph-length series that could be used for dissemination this information. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(13)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement or quotation no later than the closing date of this announcement which will be considered by the USGS. All responses must be in writing, by e-mail to the Contracting Officer at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-32, Tech Amend, Effective 14 May 2009 & FAC 2005-31, Effective 20 Apr 2009.
