- Description
- The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Materials Science Engineering Laboratory, Metallurgy Division, intends to negotiate and award a sole source purchase order with Dassault Systemes Simulia Corporation, for a renewal of the Abaqus Network Software License for the period of June 15, 2009 through May 31, 2010. It is not cost effective to replace the existing software application and it is extremely vital to the continuation of the success of the experiments for five NIST laboratories. The duplication of cost that the Government would encounter by soliciting a new software product would not be recovered through competition. Based on recent market research, NIST is unaware of any other sources besides Dassault Systemes Simulia Corporation that can provide the Abaqus Network Software License; however, sources that can satisfy NIST’s requirements for this software may identify their interest and capability to respond to this requirement. In so doing, the source shall provide written evidence that they are authorized by Dassault Systemes, to provide the Abaqus Network Software License that NIST requires. A determination by the Government whether to compete this proposed acquisition will be based on responses to this notice; such determination is solely within the discretion of the Government.
