Description
NAICS Code: 721110 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requestedand a written solicitation will not be issued. This solicitation is being issued in conjunction with the procedures in FAR Part 13, Simplified Acquisition Procedures. The solicitation number is RFQ-DC-09-00201 and is being issued as a Request for Quotation (RFQ). The United States Environmental Protection Agency (US EPA) is seeking hotels in the Charleston, South Carolina, area to provide hotel rooms, conference space and support services for the Office of Civil Rights 2009 Special Emphasis & Equal Employment Opportunity Officers Training Conference to take place from Monday, July 13, 2009 to Friday, July 17, 2009. The North American Industry Classification System (NAICS) code is 721110. The Size Standard is $7.0 million. The anticipated contract type will be fixed price for the conference space, audio/visual services, food requirements and other related services. There will be one cost reimbursable line item for the sleeping rooms based on EPA usage. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-3, Offeror Representations and Certifications?Commercial Items; 52.212-4, Contract Terms and Conditions?Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41 and FAR 52.222-42. The following information contains the conference requirements. EPA 2009 Special Emphasis & Equal Employment Opportunity Officers Training Conference Conference Dates: Monday, July 13, 2009 (check-in) through Friday, July 17, 2009 (check-out). The conference itself will run from Tuesday through Thursday. Conference Location: Charleston, South Carolina Sleeping Room Requirements: The US EPA requires approximately 160 sleeping rooms with a check-in date of Monday, July 13, 2009 and a check-out date of Friday, July 17, 2009. The EPA has set this as the upper limit on the number of rooms required for conference participants. Actual number of reservations may be slightly less. Conference Rooms: The US EPA requires one large conference room for three (3) days that will accommodate 160 conference participants and up to five (5) smaller conference breakout rooms for three (3) days which should each accommodate 30-45 conference participants Audio/Visual Requirements: Facilities must be available to provide audio/visual services in all necessary conference rooms. These requirements will be negotiated after award. Each offeror must demonstrate the ability to provide these services. Food and Beverage Requirements: Light refreshments for up to 160 people for morning and afternoon breaks on Tuesday, Wednesday and Thursday. One sit-down lunches for up to 160 people for a date to be determined. Offerors shall propose a food and beverage minimum based on the requirements contained within this solicitation. Other Facility Requirements: Area for conference registration, secure storage room, acceptance of delivery and storage of conference materials, services of a business center, and parking facilities. Evaluation Factors: Quotations submitted in response to this solicitation will be evaluated on a best value basis. Technical factors include the ability to meet the space and time requirements of the conference, access to audio/visual services, ability to provide the necessary sleeping rooms, access to various restaurants in the surrounding area and the ability to provide adequate customer service in support of the conference. Price considerations include the daily room rate for sleeping rooms, rental rate for the meeting rooms and the food and beverage minimum. The current per diem rate for Charleston, South Carolina, is $141 per night.
