- The National Oceanic Atmospheric Administration (NOAA) Fisheries, Northwest Fisheries Science Center (NWFSC), Manchester Field Station has a requirement for the planning/development of a new well at the NWFSC Burley Creek Hatchery in Port Orchard, Washington. The contractor shall provide all necessary personnel, materials, supervision, equipment, etc., required to plan, develop, and construct a new water well. The new well will help establish a well rotation plan that will significantly improve the life expectancy of the facility's existing wells. This well shall provide the extra capacity needed to allow each of the four existing wells to be rested for several months, while still supplying the facility with 500 gallons per minute (gpm) of rearing water. The new well shall be oversized so it can be scaled up with a simple pump replacement to meet future increased water needs should they arise. Over-sizing will also increase operational efficiency and can significantly extend the well's life expectancy. Project completion time is estimated to be 180 calendar days after notice to proceed. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 237110 with a size standard of $33.5 million. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about June 5, 2009, at http://www.fedbizopps.gov/. The ESTIMATED due date is July 6, 2009; however, the actual due date of bids may be adjusted based upon actual posting date of the solicitation and the information will be stated within the solicitation documents.
