- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire an annual membership and access to the Government Financial Roundtable with the Corporate Executive Board of Arlington, VA. These services will support the Office of Financial Operations, Assistant Secretary of Navy Financial Management and Comptroller. Services include, but are not limited to the following: unlimited access to proprietary strategic resource projects, an annual executive retreat, a series of staff briefings focused on proprietary strategy research, on-site presentations of research from progressive financial departments, access to custom project library research pieces and unlimited access to a website that contains research, member only discussion boards, online networking tools and decision support tools. This procurement is a sole source acquisition with Corporate Executive Board of Arlington, VA. The Corporate Executive Board is th! e only know source for this requirement. The Government intends to award a firm-fixed price purchase order using simplified acquisition procedures at Federal Acquisition Regulations (FAR) Part 13. The North American Industry Classification System Code (NAICS) is 541611 with a size standard of $7M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Notwithstanding the Government's intent to negotiate this requirement on a sole source basis under the authority of FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in writing and in sufficient detail to permit the agency analysis to establish a bona fide capability to meet the requirement. Response to this notice may be submitted via email to Kathleen.lockhart@navy.mil no later than 12:00 (noon) 2 June 2009 Daylight Saving Time. (Reference N00189Z091787) Failure to submit documen! tation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. No telephone requests will be honored. Services are anticipated to be provided for a period from 15 Jun 2008 through 14 Jun 2010.
