- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids (IFB) to obtain services for the CHICAGO LOCK GATES REPLACEMENT at the Chicago Harbor Lock, Chicago, IL. PROJECT INFORMATION: UNDER THE CONTRACT SET, the Contractor will be responsible for providing all necessary plant, facilities, labor, transportation, materials, and equipment to fabricate and install 4 new curved structural steel sector gate leafs and associated hydraulic operating machinery to replace 4 existing structural steel sector gate leafs and existing operating machinery within the Chicago Harbor Lock. The contractor shall install government furnished stop logs and dewater the gate areas to accomplish gate installation. Contractor shall perform miscellaneous concrete rehabilitation and installation of electrical controls associated with the new sector gates. ACQUISITION INFORMATION : COMPETITION FOR THIS ACQUISITION IS UNRESTRICTED TO BUSINESS SIZE. This acquisition implements the statutes which prescribe labor standards requirements for supply and construction contracts; the applicable Labor Acts are the Walsh-Healey Public Contracts and Davis Bacon. In that regard, the USACE intends to award a firm-fixed supply contract, with a substantial amount of construction work, from the SOLICITATION. For Size Standard Purposes: The Small Business Size Standard (North American Industry Classification System (NAICS) Codes are as follows: (1) NAICS 332312, with a size standard of 500 employees (This i ndustry comprises establishments primarily engaged in fabricating structural metal products.) (2) NAICS 237990, with a size standard in dollars of $33.5M ( This industry comprises establishments primarily engaged in heavy and engineering construction projects; the work performed may include new work, construction, rehabilitation, and repairs.) NOTE: The contractor should have a minimum of 3 years experience in fabrication and installation of structural steel with hydraulic operating machinery and electrical controls. In addition the contractor or its sub should have a minimum of 2 years of experience installing stop logs and dewatering. The IFB Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. The Chicago District plans to upload the IFB Package to the Federal Business Opportunities Website ( www.fbo.gov ) on or about May 22, 2009. The due date for bids will be on or about 22 June 2009 by 2:00 p.m. CDT. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR).
