Description
The Agency for Healthcare Research and Quality (AHRQ), Center for Primary Care, Prevention, and Clinical Partnerships, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The Robert Graham Center, 1350 Connecticut Avenue, N.W., Suite 201, Washington, DC 20036 The Purpose of this contract is to Commission an analysis of the current status of the national and small area primary care clinician workforce, a projection of future primary care workforce levels given, and options for reducing primary care workforce shortages. To conduct this evaluation, AHRQ seeks a contractor that: Has knowledge and preferably experience in primary care workforce studies Is capable of conducting large data set analysis; Is capable of presenting the results of data analysis in a clear and informative report including interpreting the results and offering policy options for addressing workforce shortages; Has experience delivering high-quality contract deliverables on-time and on-budget. Organizational experience and the capacity and qualifications of key personnel assigned to the contract will be assessed in determining contract award. The contractor shall be responsible for but not limited to the following tasks: Participate in a conference call with the AHRQ project officer (PO), other appropriate AHRQ staff, to discuss the overall objectives and specific elements of work to be performed. The contractor will schedule and host the call. The contractor will provide an electronic summary of the discussion to everyone who participated in the call. Submit a research plan, to the PO. The research plan will include the following elements: a brief background of the topic, key questions/specific aims/hypothesis, data sets, detailed analytic approach for addressing each of the central questions outlined above, outcomes of interest, and research limitations. Additionally, the contractor will provide a work plan that includes key contact information for the research team, a work-break down structure (Gantt chart), project milestones and timeline, and risk mitigation plan. AHRQ will review the research and work plans and provide feedback within two weeks. Submit a revised research and work plan as appropriate within 10 days of receipt of AHRQ comments on the draft plans with highlighting of any changes from the initial draft plans Perform Analysis Monthly Conference Calls and Status Reports Final Report The contractor may publish findings in peer-reviewed publications with the permission from the PO following AHRQ review and comment. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
