Description
In accordance with the authority contained in FAR 6.302.1, the Federal Railroad Administration (FRA) intends to negotiate a sole source contract with ICF Consulting Services of Fairfax, Virginia to conduct a risk assessment with the operation and transportation of hazardous materials by rail at a national as well as for specific routes of interest. The Federal Railroad Administration (FRA) Office of Research and Development desires to conduct a risk analysis effort to evaluate the effectiveness of risk reduction actions taken to date and to support consideration of further actions to reduce the risks of shipping Hazardous Materials by rail designated as poisonous by inhalation (PIH). The purpose of this contract is to develop a risk assessment methodology that can be applied to understand the baseline level of risk for the transportation of PIH materials by today’s rail system. ICF has proved its unique expertise in all the necessary requirements listed below, in sub- Paragraphs a through c, to successfully develop risk assessments for both the federal government and different operating authorities. a.Domain expertise in transportation and railroad economics; expert knowledge of railroad operations, railroad-specific operating rules (GCOR Form A and B), and all railroad signaling systems; expert knowledge of the Railroad Accident Incident Reporting System, train routing and braking algorithms; b.Expert knowledge different operating authorities, specifics of operations along existing and proposed service routes, and international passenger rail car manufacturer capabilities and designs as well as contacts with state department of transportations. c.ICF Consultant Services has historically set up a database of passenger rail accident and operations data which has been used to calculate risk metrics that can readily be updated with current information.
