Description
In accordance with the authority contained in FAR 6.302.1, the Federal Railroad Administration (FRA) intends to negotiate a sole source contract with ICF Consulting Services of Fairfax, Virginia to conduct a risk assessment for passenger rail equipment at a national as well as for specific operating authorities of interest. The (FRA) Office of Research and Development is investigating a revision to the existing passenger rail safety standards to incorporate multiple tiers of service which will have different levels of crashworthiness requirements stipulated. In order to establish a clear definition of acceptable system safety for the different tiers proposed it is necessary to understand the current national level of risk for passenger rail transport for different levels of service such as intercity, high-speed intercity, regional rail networks, commuter lines, and potentially a new hybrid operation which allows commuter like service but with equipment that can also interact on inner city streets. The purpose of this contract is to develop a risk assessment methodology that can be applied to understand the baseline level of risk for the US passenger rail network as it is today. ICF has proved its unique expertise in all the necessary requirements listed below, in sub-paragraphs a through c, to successfully develop risk assessments for both the federal government and different operating authorities. a.Domain expertise in transportation and railroad economics; expert knowledge of railroad operations, railroad-specific operating rules (GCOR Form A and B), and all railroad signaling systems; expert knowledge of the Railroad Accident Incident Reporting System, train routing and braking algorithms; b.Expert knowledge different operating authorities, specifics of operations along existing and proposed service routes, and international passenger rail car manufacturer capabilities and designs as well as contacts with state department of transportations. c.ICF Consultant Services has historically set up a database of passenger rail accident and operations data which has been used to calculate risk metrics that can readily be updated with current information.
